Victoria's Bushfires Royal Commission has recommended sweeping policy changes, after Australia's deadliest bushfires last February, now known as Black Saturday.

173 people died, mostly in their own homes.

The Commission's final report into the bushfires which claimed 173 lives calls for a long-term strategy to replace many of the state's ageing overhead powerlines with underground cables, a program of voluntary acquisition for homes in high risk areas, and the establishment of an independent Victorian Fire Commissioner.

It calls for the existing stay or go policy to be tweaked to allow for a "comprehensive approach to evacuation".

The Commission also wants the government to roughly quadruple the amount of controlled burning it undertakes.

The Premier, John Brumby, says he'll consult the community, before adopting any of the recommendations.

The State Opposition has already committed to implementing all of the recommendations.
