Inquiry into Australian bushfires show leadership deficiencies

An official inquiry into Australia's worst ever bushfires which claimed 173 lives has identified serious deficiencies in leadership and policy.
The so-called "Black Saturday" fires in February 2009 razed more than two thousand homes in the state of Victoria.
The Victorian Bushfires Royal Commission's final report into into last summer's blazes has found the actions of emergency chiefs were, at times, "confused" and "inadequate".
It's also identified problems with bushfire prevention and management.
It's recommending increases in prescribed burns, the replacement of some powerlines with underground cables, and the voluntary acquisition of some fire-prone homes.
The Opposition leader, Ted Baillieu, says the report is damning and has declared he supports all of the recommendations and is challenging the government to do the same.
